Quantum Core Institute to Convene Inaugural State of Quantum Readiness Summit as Post-Quantum Deadlines Arrive
A neutral, demand-side summit for the institutions that must migrate to post-quantum cryptography, hosted three weeks before the European and US procurement deadlines take effect.
ARLINGTON, Va. The Quantum Core Institute (QCI) today announced the State of Quantum Readiness Summit 2026, a one-day convening on Wednesday, December 9, 2026, in Arlington, Virginia. The Summit is the live edition of QCI’s annual State of Quantum Readiness report, and it is built for the demand side of the post-quantum transition: the boards, security leaders, regulators, and auditors at the institutions that must replace their cryptography, rather than the vendors that build quantum technology.
The event arrives as the regulatory calendar hardens. On December 31, 2026, every European Union Member State must have a national post-quantum transition plan and begin migration. On January 1, 2027, new US national security system acquisitions must support quantum-resistant algorithms under the NSA’s CNSA 2.0. And executive orders signed in June 2026 set federal migration deadlines of 2030 and 2031 that reach government agencies and their contractors.

Every bank, agency, and infrastructure operator will replace its cryptographic core this decade, and the question a board should ask is not whether quantum is coming, but whether it can prove it is ready.”
The single-track program pairs neutral authorities on standards, supervision, and federal direction with practitioner panels on cryptographic inventory, examination, legal exposure, and long-horizon procurement. Approximately 200 attendees are expected, weighted toward regulators, standards bodies, and the security executives responsible for migration. Government and standards sessions run under Chatham House rules.
A defining feature is the editorial firewall: the main-stage program is reserved for neutral authorities and is closed to sponsorship. Sponsors earn showcase space and moderated panel seats, never keynotes, and the QCI-QS1 governance standard on which the program rests is published free of charge.
